AFFIRM Agency and CMRignite Partner with Milwaukee County to Launch Comprehensive Community Services Awareness Campaign
Pewaukee, Wis. — AFFIRM Agency, a full-service marketing and communications firm based in Wisconsin specializing in behavior-change marketing, announced it is partnering with CMRignite to support Milwaukee County Department of Health and Human Services (DHHS) Behavioral Health Services (BHS) in launching a comprehensive education and outreach campaign for Comprehensive Community Services (CCS). The campaign is designed to increase awareness of CCS and drive enrollment among eligible Milwaukee County residents.
Comprehensive Community Services is a voluntary program that provides coordinated mental health and substance use support for individuals living in Milwaukee County who are enrolled in Medicaid and have a qualifying diagnosis. While CCS has been available since 2015, this marks the first large-scale, strategic effort to elevate awareness, reduce stigma, and connect more individuals and families to the program.
AFFIRM Agency, in collaboration with partner CMRignite, is leading the development of a fully integrated campaign that includes digital advertising, paid social media, online video, streaming audio, and community-based outreach tools. The effort is grounded in a human, empathetic approach that meets people where they are and emphasizes accessibility, trust, and hope.
The campaign centers on the theme, “Your Choice. Your Life. Your Support.” highlighting that CCS is a personalized, voluntary program designed to help individuals build stability, independence, and wellness on their own terms. Messaging will focus on normalizing help-seeking behavior, clarifying eligibility, and making it easier for individuals and families to take the next step toward support.

Through a layered strategy that combines paid media, grassroots engagement, and trusted community voices, the campaign aims to significantly increase participation in CCS, with a goal of expanding enrollment in 2026.
